Consul General Shanghai's telegram No. 11 vor. Howo. After indicating nature of communication made by Japanese Consul General to his colleagues Foreign Office spokesman stated today that "legally speaking foreign ships have no obligation to heed Japanese naval authorities' advice but it would be judicious action to consider prevailing circumstances". He assured press correspondents that Japanese regulations could not bind movement of foreign ships on Yangtse inasmuch as war

had not yet been declared.

Addressed to Foreign Office No. 51, repeated to Mr. Howe

and Commander-in-Chief.
